Ah, fair. I managed to stop the messages by selecting another quest that Dal Busta was involved with (in my case, I picked A Foolproof Plan). Can confirm - also having this bug.
It is to do with the quest The Meeting - Furthering the Terran Agenda. It is specifically happening at Stage 4 - deploy advanced satellite.
