Re-Fueling for Jumpdrive problem.

I have a TS class Transporter with all the software installed (except TCS MK3) and both scanners types.

Using Commercial Agent.
The pilot is Freighter pilot 1st class.
Hold size = 3087

I want the pilot to use his JumpDrive and fuel up. But it will only stock 40 Energy Cell.

Useing command "Configuration", found in the Additional Ship Commands Menu;

Input - {2} {3} {X}
The pilot loads X ECells of jumpdrive fuel instead of the default amount. Default is 10% of free space, or 20% with Boost Extension. (X = 0 use default amount)

In game Input - {2} {3} {500}
Game beeps good.

Ship acts the same, still only load 40 E-Cell

What am I doing incorrect?

Also how do I input a {N/A} mainly for Commodity Logistics Software - Special Inputs part 2; like:

Input - {1001} {N/A} {Factory with energy cells} {Energy cells} {17} {-4000}
The pilot looks for energy cell customers within 1 jump and adds her its list.

It asks for a number on the second input.
